To Citizens’ Assembly members: Congratulations on being the lucky few – 24 chosen from 300 responses to 5000 invitations. Maybe you should rush out and buy a lottery ticket!
I’ve had an interest in the topics of Council size, Councillor representation and the County’s Historic Ward structure for a number of years. I’m open-minded on Council size and, like many others in the County, look forward to your recommendations.
I would like to see improvements in Councillor representation, and preservation of the County’s Historic Ward structure, an important part of our heritage, with origins back in United Empire Loyalist days.
If you decide to recommend a reduced Council size, someone (your group and/or Council) will have to come up with a plan for dealing with the ten existing Historic Wards. Previously, I thought that it would be necessary to merge Wards and/or change boundaries. However, a few months ago I came up with an idea that preserves the ten Historic Wards without change, even if Council is substantially downsized.
It’s called the N.E.W. Plan (for North / East / West) and it’s so simple and straightforward that I'm able to describe it on one page. In addition, I have written a more detailed description and have included a map, for a total of three pages. I will make both versions available shortly, via a second post on this discussion forum.
Your mandate is “How many municipal councillors should represent the citizens of Prince Edward County?” The N.E.W. Plan doesn’t compete or interfere with this mandate; rather, it is complementary to it.
